在LE和OE为低，输出状态为高电平，此时若断电再上电，输出状态翻转为低电平。请问这个现象正常吗？ 锁存器在进行锁存数据的时候断电或上电都应该保持前一个状态是吗？

TI的锁存器在通电时没有默认状态。在数据通过之前，输出处于“未知”状态。这是因为用于存储输出值的底层锁存电路在启动时不稳定，可能输出低电平也可能输出高电平，具体见FAQ：
