The project requires the use of TMS320F28P650DK7 and TMS320F280037C chips. Due to limited PCB space, a single JTAG port is used to debug both chips via a daisy-chain configuration. The schematic of the JTAG interface is shown in Figure 1; the configuration of the two chip engineering ccxml files is shown in Figure 2.

Currently, the 28P65 chip can be connected and programmed, but occasionally a "Load Fail" error occurs. The firmware can only be written after erasing through the sysconfig software. What could be the cause of this issue and how can it be resolved?
For the F280037C chip, while a connection can be established, loading the file fails with the error shown in Figure 3. What might be causing this issue, and what steps can be taken to troubleshoot it?
