DSP2808不能在flash中下载程序

采用的芯片是DSP2808和TPS70351，电路为第三方设计，采用的软件是ccs3.3。用示波器观察3.3v和1.8v的电压都很稳定，且杂波很少。能在RAM中仿真运行！系统时钟也很正常！不知道为什么不能在flash中下载程序，请各位专家指导指导！谢谢！
