可以连接到芯片，但是无法烧写，报错找不到ID，加入了28031.gel 也不行
选用TI的demo工程试一试，注意CCS3.3烧写至RAM和Flash的步骤区别。
还是下载了最新的CCS6.1程序就可以烧写28031啦
CCSv3.3版本可能不是最新的(看下help-->about里的详细版本号)，需要打补丁才可以支持。
既然已经使用高版本v6，那就不建议回到v3.3.
