3.3V加了一个上拉电阻接到28027的XRS（复位）脚，除了电源以及JTAG，其他什么别的无关的电路都没有加。
烧写的时候显示ailed Software Reset: (Error -1137 @ 0x0) Device is held in reset. Take the device out of reset, and retry the operation. (Emulation package 5.0.747.0)

测试发现确实XRS脚确实是低电平，不能理解为什么一个高电平接了一个上拉电阻之后接到XRS,竟然会变低。（焊了三块板子都是这样，基本确认不是焊接问题）
然后直接将3.3V接到XRS脚，上电XRS确实是高电平了，但是烧写的时候 显示data verification failed at address 0x008000， 因为用的是controlsuite的例程觉得cmd文件以及程序没有问题
