tms320f28027串口烧录程序出问题了

win7 32位系统，重新安装后就不能烧录程序了，以前是可以的，不知道是什么问题，串口也是好的，可以跟下位机通讯：以前是用PCI扩展的串口不能烧录，但是电脑自带的串口可以烧录，重新安装系统后都不行了。烧录软件是codeskin的C2000PROG， 不知道啥问题。
