C28346 EEPROM自举

我在将timed_led_blink这个官方例程的.out文件转化为.hex并烧写到EEPROM中，地址为page 00的0x00到 page 1C的0x28. 管脚配置为GPIO87 GPIO86 GPIO85 GPIO84 0 0 1 0。但是在重新上电之后，程序不能自举启动。还有什么其他的地方需要设置吗？
