损坏芯片，会全部输出高电平吗
不一定，要看是具体损坏的部位和程度
芯片上的3.3v引脚被对地短路，通过焊盘上的焊锡，并对gpio引脚进行短接的，处理好后，芯片显示已经连接不上了，是表示已经坏了吗
十有八九坏了。
使用TI的电源模块，TPS767D301 能够输出3.3v电压，不能输出1.9v电压，那是什么原因呢
可以将芯片从板子上取下来，用万用表量下电源对地，以及gpio对地是否短路。
