DSP2802X_Header_noBIOS.cmd指定寄存器的对应地址，flash.cmd是指定用户程序中对应各段的映射地址的，因此两者是不同的作用。通常前者是不能改变的，而后者用户是可以根据自己的需要修改，一般工程都要有这两个文件。
