For the time being please use the F280041 board for the F280040 device. In terms of what CCS configues, the memory map and periperals in the 41 and 40 are the same. The key difference is that the 40 has 2 fewer GPIOs in the 64 pin variant, and is Q grade only.
I will file a ticket to get both the 280040 and 280048 added to the drop down in CCS.
