TI的芯片肯定是没问题的 出厂全部合格的
建议你最先看看焊接问题 是否有虚焊等 这个可能比较大
还有一种可能就是芯片是翻新的 焊接整个流程也需要注意静电等防护
所有管脚测量下是否存在虚焊、短接，并检查晶振电路
