28377S烧写报错Please verify target memory and memory map.

用仿真器向28377S的板子烧写controlsuit自带的程序(只是在线调试，没有向FLASH中烧写)，提示这个错误，

C28xx_CPU1: File Loader: Verification failed: Values at address 0x0000000000000000 do not match Please verify target memory and memory map.
C28xx_CPU1: GEL: File:  a data verification error occurred, file load failed.

这个是因为377的gel设置和cmd不符吗？如果是，那gel文件在哪里修改？
