看门狗上电复位

我使用的TMS320LF2406APZA，供电电源为3.3V，dsp复位引脚（/RS）接10K上拉电阻，.01u对地电容，有源晶振10M，配置cpu时钟40M，锁相环两电容分别为0.68u、0.015u，电阻11欧，现在只供3.3V电源，只要上电就会出现看门狗复位现象。看门狗复位时间为13.1ms，主程序为5ms。把复位电路电容改为103,102现象还是一样。
