怎样生产.s19文件

我现在使用MCU是280049。现在正在完成CAN刷新应用程序的功能，PC端运行的CAN 刷新工具需要载入的文件格式是.s19.

问题：

1、怎样把CCS9.1生成的.out（或者.hex)文件转换成.s19文件。

2、怎样查看.out文件内的数据和生成的.s19文件是否一致。或者说.out文件怎么打开，内部数据格式是怎么样的？（.s19文件格式已知）
