GEL文件位于CCS的安装路径下ccsv5\ccs_base\emulation\gel
在CCS Debug中，并且out文件已下载后，才能在Tool菜单下找到“GEL"。
肯定是需要的，但是已经在target配置文件中加载了，就是.ccxml文件
