CCS requires certutil to install some certificates on the user's machine. Unfortunately, for a reason we have not been able to determine, the user's certutil in %windir%\system32 folder is getting superceded by some other version. I'm not sure if this will work, as we're unable to reproduce the issue here, but you could give it a try:
1. Open a cmd window as admin.
2. set the PATH to include %windir%\system32 as the first path
