量产工具（C2000-GANG Programmer）只能对空白的dsp进行烧录，只要烧录过一次就没法再烧录第二次烧录。芯片没加密也没有锁住，量产工具烧录过的芯片可以用烧录器重复烧录。

我用的是tms320f28031，空白的芯片初次烧录很顺利，再次烧录已经烧写过程序的芯片就提示以下的错误信息。我尝试过C2000_GANG断电重启，但依然提示以下的错误。同一个hex文件用uniflash以及C2prog都可以反复烧录；用xds100v2的烧录器也可以正常烧录。

会不会是我的外部晶振有问题？我外部晶振用的是20mhz的，这里是C2000-GANG检测的晶振配置。请帮忙咨询一下。程序中也配置的是用外部晶振。
