XDS110下载针脚烧坏，更换XC2C64A芯片可以修改吗？

再一次下载中，3.3V的LDO烧坏，导致12V电压直接灌到3.3V，我的F28027F和XDS110烧录器，都烧坏了。

但CCS可以识别XDS110烧录器，但下载时报错，提示无法找到器件；所以想更换XC2C64A；

1、如果网上直接买XC2C64A换上去，是否可以？

2、XC2C64A换上去后，还需不需要烧写程序到XC2C64A才能有效？
