我将C2000ware中的SDFM程序烧录到28379D时报错:

仿真器应该是没问题的，test connection通过；
jtag 的5引脚是3.3V电平；
XCLKOUT 引脚是2V，50M的波形；
请问为什么烧录程序会报错？
