进一步查找问题，上电初始化后，查看 系统寄存器状态，默认配置参数不正常，下载RAM版程序后，配置PLL的代码不起作用（相关寄存器不变，还是0x0000）.

下载FLASH板程序，无法下载，提示PLL失锁。
