英文E2E不能发布新问题

I can't "ask new question" in english version E2E, but it did work in Chinese version E2E.

the alert info as below, and I changed the E-mail address which belong to my company.

and wait about one day, the web give out the same alert info.

please figure out why and how to solve it.
