当输出全为高或者低时，要是设置了加了死区控制，即设置了EPwm1Regs.DBFED = 50;此时死区会不会产生？

我认为不会，因为全为高或者全为低就已经没有上升沿或下降沿了，死区控制本身是需要在边沿控制的。
你可以简单测试一下。
