For PLC, the recommened chip is F28069 and F28035 and F28M35x.

The F28069 contains the automatic network setup function while the F28035 only have PHY+CMSA-CA for p2p and p2mp application, eg. micro solar inverter.
For your application, I suggest you use the F28069.
