请检查仿真器，电源，复位和时钟。
请关掉软件，拔掉电源，重新再试一遍
1. 请先检查电源的输出能力足够，因为在烧写Flash的时候，消耗的电流会加大，如果电流输出能力不足时，会将电压拉下来。
2. 请确认仿真器是否有问题，是否成功烧写过该类芯片的其他板子？
3. 请确认 CMD文件的一些段的位置是正确的。 具体的要求请见下图
