CCS3.3 连接仿真器时，总显示重置状态，DSP的的复位电路总为低电平，什么原因？

板子上有DSP芯片和CPLD，各用个的JTAG下载口，刚开始DSP和目标板连接正确，我拔掉后，给CPLD写了一个程序，然后拔掉CPLD的下载线，重新连接DSP的仿真器时，点击connect 时，显示连接错误，目标在重置，我测量一下复位电路，其输出为电平，所以显示复位，这是怎么回事？？

说明CPLD和DSP共用一个复位电路，上一次连接还可以正常用
