TMS320F2812连不上仿真器

我的两块TMS320F2812都连不上TDS510仿真器，提示如下：

Error connecting to the target:
Error 0x00000204/-1166
Error during: Register, OCS,
Lost processor clock. Device may be operating
in a low-power mode.  Do you want to bring it
out of this mode?

3.3V电源和1.8V电源都检查过，晶振用有源24M的，输出正常，并且XCLKOUT引脚输出也正常，复位芯片用的是SP708TE,用万用表测量复位引脚电平OK，用示波器测量，发现/XRT引脚有一个短时的低电平输出，这个是内部的看门狗溢出后的输出信号，应该不影响我连接仿真器吧，请高手帮忙分析一下，问题出在哪？
