28069 TRST引脚故障

我有个问题想请问下，我有一块板子，TRST引脚在芯片工作的时候一直保持在2.4V左右，导致芯片程序一直是错误状态，已经拔掉仿真器，其他的复位引脚正常，3.3V电源正常，1.8V电压大概是1.9V左右，想请问下大概是哪个环节出问题，同一的一个电路，我焊了两片板子，这片一直有问题，已经是第四片了，另外的一个板子都是正常的。
