首先确保仿真器驱动要安装到CCS同一目录下
能够连接 使用中如果出现短线或死机的情况 一般有PC机系统也有关系
仿真器稳定性有很大的关系
仿真器没有问题，连接其他芯片正常，连接28027也正常，就是021不行
