DSP2808 XCLKOUT引脚时而有输出时而没输出

DSP2808供电后 XCLKOUT引脚输出不正常，有时候是低电位，有时候是高电位，有时候是方波，1.8V，3.3V供电都正常，如果确定晶振起振了没有问题，那是不是可以认为DSP坏掉了。

假如是晶振没有起振，没起振的原因只能是晶振坏了吗~
