官方有提供CAD File (.bxl)，使用Ultra Librarian software转换一下格式就可以了
没有统一的库，但是每个芯片的页面都会有CAD文件下载，可以转换为AD封装库，具体参见下面帖子中有提及：

可以下载一下 Altium Designer 官方的 TI 库
