不清楚。最新版本的ccs6是支持win8.1的，建议使用最新版本
CCSV5.2有的困难，建议还是用CCSV6来的可靠

这个需要license么？
有评估版本的，当然也有收费版本的。看你的硬件是什么样的，如果是自己做的硬件，可以用TI的MSP430 launchpad上面的调试器来调试，这样就不会有license的问题
