当你外部接的是有源晶振或者直接输入可用的时钟源时，启用bypass功能，也就是说内部的振荡电路就不用了。
因为一般来说外部会接crystal或者resonator，这两种器件都是不能直接输出可用的时钟信号的，必须使用一个振荡电路进行起振。
