TM4C1294NCPDT: Unable to program custom TM4C1294NCPDT board using ICDI (LM Flash Programmer reports "Unable to find target")

Hello TI Support,

I designed a custom PCB using TM4C1294NCPDT. I am trying to program it for the first time but I cannot establish any connection.

Setup:

Host PC: Windows 10

Tools: LM Flash Programmer

Debug interface:
ICDI from EK-TM4C1294XL LaunchPad (wired via JTAG: TCK→PC0, TMS→PC1, TDI→PC2, TDO→PC3, RESET, GND).

Symptoms:
With ICDI (JTAG): LM Flash Programmer both show errors:
Error connecting to the target: Unable to communicate with the device.

What I have checked:
Removed the resistors on LaunchPad as per section 4.8 of the EK-TM4C1294XL User’s Guide.

Questions:
1. I built a PCB with a CH340C and originally hoped to program code via UART. However, it seems to be a problem and requires JTAG.
2. JTAG currently can't connect to the device, and I'm not sure what the problem is. Has anyone built a PCB and could share their experience on how to program code into it for the first time?
