arm3517 gpmc的nwe信号无法拉低

两个片选cs4和cs5,5是用来写的，我写一个16位的数据出去，片选信号正常，nwe信号连接的是一个锁存器，现在我要求nwe信号在片选信号前结束，但是，发现nwe信号很不正常，当设置寄存器config4nwe信号起始为0和结束为0时，nwe信号和片选相同，设置其他值时，都是两个尖峰，无法拉低信号，这是怎么回事，求指教，片选信号cs正常，我调用的gpmc.c里面的读写寄存器的函数。
