检查一下JTAG的连线是否正确吧。
对啊，那些都是接好的啊！
看起来像是CPU没有被复位成功，正常的话，仿真器可以通过JTAG脚发送命令把CPU置为复位状态然后进行程序写入。
再仔细检查一下吧。或者换块板子，先确定自己的IDE和仿真器是ok的。
