Electrically there's no such requirements for this device. From a best practice standpoint it would be good to provide VCC first and then bring up the VM.
Regardless of the sequence, one rail cannot power each other. However there could be a high impedance leakage path from VM to VCC that may reflect < 1.5 V on VCC, but not known to cause any issues. If other components on the board use the same VCC rail this may be a consideration. Even with this case, having VCC powered up first would be perfect. VCC does not have any leakage to VM. A power down would be VM first and VCC next along the same lines. Thank you.
