PMP40766: Why does the red light turn on and the fan rotate after analysis when the LLC is in constant voltage mode?

     When the LLC circuit is in constant voltage control mode, Vout = 71.4V. When the current decreases to 0.7A, the non-inverting input terminal of U6A should be 0.175V through calculation. The inverting input terminal of U6A is (Iref × R59) / (R59 + R58), where Iref is calculated as 1.75V, so the inverting input terminal of U6A is 0.155V. U6A outputs a high level, the red light turns on, and the fan starts. This is inconsistent with the statement that in constant voltage mode, the red light is off, the green light is on, and the fan is off. I hope you can answer my confusion.
