I have a question to consult with you
What is the normal process when the adapter issues a source capability to replace the power supply voltage? Do we need the MCU to stop the charger IC from taking power, or can the PD itself stop taking power, convert the voltage, and then automatically supply power?

    I am unclear on what the exact question is, but let's assume that "we" in this context is the TPS25751 acting as a sink. If the source USB-PD device changes it's PDO offering it will send an Source Capabilities message and the negotiation process will start again. The sink will choose the most appropriate PDO that matches its need and automatically negotiate- no MCU interaction required.
