你好
看上去你的芯片有动作，但是没起来，这里有几个方面的问题查查，建议先在空载下试验:
1. VIN电容是否足够靠近VIN PIN，如规格书所建议的；
2. 你的输出电感和输出电容实际上需要匹配的，这是环路稳定性问题，建议按照以下文档把环路设置到稳定区间：http://www.ti.com.cn/cn/lit/an/slva105a/slva105a.pdf
3. 你的芯片地是否有打过孔呢。
另外TPS54616是我们比较老的产品，设计不便且空间占用较大，建议选用TPS54678.
