POE TPS23750 PD端 对有些标准POE交换机无法供电

大家好，现在有些POE交换机无法供电，请大家指点，多谢。附件是我们的原理图。
  我们测试的均是标准POE供电设备；
 我们测试的一个是国产的标准POE，没有问题，可以正常上电：
 在一个是PSE801：www.sdapo.com/.../PSE801FM.html
但是使用CS-1008-4PS时 不能正常上电：
