很可能duty受限制了，这个芯片最大duty是90%，如果效率不高，或者输入有下拉，容易在输入电压偏低时出问题。
请问您有测试duty吗？
将输入电容尽量靠近芯片脚。
电感饱和也会造成输出电压偏低，建议您也确认一下电感的饱和电流，建议大于最大输出电流的1.3倍以上。
