使用BQ29707时DOUT和COUT端无电压输出

原理图如图电源电压是3.7伏，BAT端正常，V-端的电压及其的不稳定，导致COUT和DOUT端的电压输出时高时低，如图

电阻方面R18用的1.8K的，R14用的150的

请问DOUT和COUT没有电压的原因是什么？如何解决呢？
