电路在附件，输入5V，输出3.3V，但是VREF应该是0.8V的，现在却只有0.4V，请问这个是什么原因

并不是反馈基准电压低了，而是输出电压偏低，通过分压电阻分压到反馈运放上的电压就低了。
输出电压偏低一般是带载能力出问题了， 建议你首先确认你的电感饱和电流是否符合规格(饱和电流值必须大于最大输出电流的1.2倍以上）
电路没有问题，EN脚如果你不做欠压保护，可以直接悬空，无需外部上拉到Vin.
(其次电路可以用TI的在线仿真webench获得）
layout尽量参照datasheet, layout不好特别是功率回路是影响到带载能力的。
将输出波形传上来看一下？
