有关PCB布局的问题

大叫好，今天想请教一下我的一个四层PCB，顶层走信号，二层为地三层为5V电源层，四层走的信号线很少，由于板子还有另外一个15V电源，所以就将四层同时用做了电源层，现在遇到的情况是板子在工作的时候，只要带载的情况下，15V的电源就会出现很大的震荡，想请教一下这个原因会不会跟我的PCB层叠的安排有关系呢？？
