76940 CHG 和DSG引脚被拉低

76940程序初始化时CHG和DSG是开启状态，但是实际测到电压为0；

将这两个引脚从电路断开，不改程序，测到电压是13.5V，此时将断开的引脚再连接到电路，大MOS FET可以被打开，充电正常；

将其中一个引脚断开，另一个不断开，启动后两个引脚的电压都是0v；

请问这是为什么？附件是原理图！
