我用LM5032芯片设计了一个反激变换器，输入电压为16-38V，输出为28V/0.5A和5V0.2A，28V过流保护为16V输入时1A保护。可是在16V输入下无法带载0.5A启动，实测0.1A负载依然无法启动，空载启动之后带载正常工作，这是什么原因？
