TPS2378做的PD设备无法工作

第一次做板子可以正常工作；第二次做的板子无法工作；

将第一版PD设备插入POE交换机后，再插入第二版PD设备，第二版也可以供电，拔掉第一版之后，第二版就无法工作了。

用示波器看有波动， 50HZ ，检测不到启动波形。

Rden和Rcls都用电表量过，24.9k和63.5R；
