TPS62133电压上升非常缓慢（4到5秒左右）

电路如图所示，现在上电后需要4，5秒左右输出电压才会逐渐升高的5V，做了两个样板都是这样。输出端到地电阻700R左右，外部阻容都测量确认过没有焊错。这个是什么原因呢？
