关于DCP021212U输出问题

最近使用了一片DCP021212U的片子，输入VIN12=12V,电阻电容如原理图，电容都为陶瓷电容，电阻为0603贴片电阻。但是输出VCC12在13v左右，VCC-12V输出始终为零。希望各位指点一下。
