Where do they measure the 1mA of current? I do not see any obvious errors in the schematic. I notice there are 1k resistors between the NC pins and the CAP pins (these should be 0 Ohms), but I do not think that would explain the issue.
And when you say 5, 6, and 7 - do you mean VC5, VC6, VC7 or do you mean BAT5, BAT6, BAT7?
Since this is a 10S system, is there a reason they use the BQ76940 instead of the BQ76930?
